CSPDC Honored at ACEC Virginia Engineering Excellence Awards

The American Council of Engineering Companies of Virginia recognized CSPDC with a Merit Award for the Lewis Street Transit Hub Project at the 2026 Engineering Excellence Awards Gala on February 5th. The gala, held at the Dewey Gottwald Center at the Science Museum of Virginia in Richmond, celebrated outstanding engineering achievements across the Commonwealth. CSPDC’s Executive Director, Ann Cundy and Director of Transportation Paula Melester joined Lewis Street Hub project team members Duncan Stewart (MBP), Alan Saunders (DRPT), and Chloe Harwood, Jeff LaHood, and Jon Oliver (all of Kimley-Horn) for the evening’s festivities. Paula and Jeff LaHood accepted the award on behalf of the project team. 

The Lewis Street Transit Hub, completed in August 2024, represents a significant investment in BRITE Transit’s regional infrastructure and passenger experience. The Merit Award recognizes the project’s achievement in innovation, complexity, and value — a testament to the strong collaborative effort among CSPDC, Kimley-Horn, MBP, and DRPT throughout planning, design, and construction. CSPDC is proud to share this recognition with all the partners who helped bring this important transit facility to life. 

Transit Equity Day & Winter Storm Fern Response

 

BRITE Bus celebrated Transit Equity Day on February 4 with fare-free rides on all BRITE routes. Transit Equity Day pays homage to Civil Rights icon Rosa Parks and her courageous acts in fighting for the right to equitable transportation. This day of action serves as a reminder of the importance of removing barriers to accessible transportation. 

Prior to honoring Ms. Parks’ legacy, Winter Storm Fern impacted operations. BRITE Bus prepared for the storm by ending service early on January 24, and provided fare-free rides for the day so residents could access transportation without barriers to prepare for the storm. Once services resumed, BRITE staff reiterated to riders how to safely access BRITE services with the plethora of snow/ice around typical bus stops and pedestrian infrastructure. We thank the Cities of Staunton and Waynesboro and Augusta County staff who assisted in making the bus stop areas accessible to riders. 

The Afton Express Celebrates Four Years While Planning for the Future

The Afton Express is celebrating its fourth anniversary this September, marking a major milestone for a service that has become a key asset for commuters traveling along the I-64 corridor. Since its launch in 2021, Afton Express has seen steady growth, with ridership increasing by 56% from its inception to the end of 2024, with a projected increase of 84% from inception to December 2025.

In addition to the anniversary, a new proposed schedule for the Afton Express is now available for public comment. We are revising the schedule using rider and stakeholder feedback as well as ridership data to better align with passenger needs. The public can provide feedback on the proposed schedule by visiting the Afton Express page on CSPDC Connects.

To celebrate the anniversary and discuss the future of the service, CSPDC staff are hosting pop-up events at the Staunton and Waynesboro Park and Ride lots and the UVA Bavaro Hall stop in Charlottesville. These events will provide an opportunity for staff to thank riders, share Rideshare resources, and engage with the Afton Express community.

Following the public comment period, we will make necessary revisions and implement the new schedule on Monday, November 3.

Augusta Health Awarded Outstanding Business Partner at CTAV Conference

The Community Transportation Association of Virginia (CTAV) honored Augusta Health with its Outstanding Business Partner Award at the Annual Conference and Expo, recognizing the hospital’s partnership, engagement, and commitment to public transportation in the region. Augusta Health Community Outreach Manager Abby Calvert, pictured above with CSPDC staff, attended to accept the award. CTAV’s Outstanding Business Partner Award recognizes exceptional support for community transportation throughout Virginia.

As a dedicated funding and community partner for BRITE Bus, Augusta Health exemplifies how healthcare organizations can support mobility for all. Through partnering to provide fare-free rides to all Augusta Health facilities, purchasing farecards in bulk for community distribution, and advocating for accessibility through the BRITE Transit Advisory Committee, Augusta Health’s partnership removes transportation barriers to accessing healthcare and other essential services throughout the region.  Their multifaceted commitment to healthcare access demonstrates how strengthened regional transportation networks can advance community health was applauded and recognized through this award.

Danielle Gannon Selected for Virginia Transit Leadership Institute

We are proud to announce that Danielle Gannon has been selected to join the Virginia Transit Association’s (VTA) third cohort of the Virginia Transit Leadership Institute (VTLI).

The Virginia Transit Leadership Institute is a nine-month intensive program designed for mid-level professionals and future executives ready to see transit through a comprehensive, statewide lens. Through five immersive full-day sessions, participants will dive deep into leadership development, expand their industry knowledge, and enhance critical skills that will shape Virginia’s transportation landscape.

Danielle will join peers from across Virginia’s transit ecosystem, including representatives from Hampton Roads Transit, Washington Metropolitan Area Transit Authority, Greater Richmond Transit Company, DASH/Alexandria Transit Company, and many others. This diverse cohort brings together perspectives from urban and rural systems, creating a rich learning environment that reflects Virginia’s varied transportation needs.

Danielle’s selection reflects both her individual expertise and the CSPDC’s commitment to advancing public transportation in our region. The knowledge, professional connections, and leadership skills she’ll gain through VTLI will directly benefit the communities we serve, ensuring our transit planning efforts remain innovative and responsive to evolving needs.

The program will culminate in a graduation ceremony at the VTA Annual Conference Awards Luncheon in 2026. Congratulations, Danielle, on this well-deserved recognition!

Boost for Afton Express Service as CSPDC Secures State Transit Funding

The CSPDC has been awarded funding through Virginia’s Transit Ridership Incentive Program (TRIP) to help reduce local match requirements for the Afton Express bus service. The grant, awarded under TRIP’s regional connectivity category, will significantly lower the financial burden on local funding partners over the next five years.

TRIP is administered by the Virginia Department of Rail and Public Transit (DRPT) and provides funding to transit agencies and governing bodies to create more accessible, safe, and regionally significant transit networks. The program supports four project categories: zero and reduced fare programs, regional connectivity, public safety, and passenger amenities and facilities.

The regional connectivity component specifically targets improved regional transportation and congestion mitigation in urban areas with populations exceeding 100,000. The Afton Express service, which connects Staunton, Waynesboro, and Augusta County to Charlottesville and Albemarle County, aligns perfectly with these goals by providing essential transit connections for residents and workers.

The TRIP funding follows a step-down structure designed to encourage local sustainability. In fiscal year 2025, DRPT covered 80% of eligible costs, with the state portion decreasing to 60% in fiscal year 2026. This graduated approach allows local partners time to plan for long-term funding while immediately reducing the financial strain on participating jurisdictions. The funding will help ensure the continued operation of this vital transportation link while communities work toward sustainable long-term financing solutions.

Growing Ridership

As ridership on the Afton Express has grown significantly since its 2021 launch, the CSPDC is working with consultants to revise the bus schedule to better serve the expanding ridership base. The schedule optimization aims to make full use of all three vehicles while better aligning trip times with the start and end times of shifts at major employers along the route. With trips around the most popular times now approaching capacity, the team is exploring ways to increase frequency and reduce time gaps between trips to accommodate continued growth.

The comprehensive schedule review focuses on ensuring that as ridership increases, everyone who wants to ride the Afton Express will have a seat. A draft of the new schedule will be released to the public for comment later this summer, with hopes of implementing the revised schedule this fall. This proactive approach to service planning demonstrates the CSPDC’s commitment to meeting the evolving transportation needs of the region’s workforce and residents.

BRITE Transit Facility Officially Dedicated

STAUNTON (July 27, 2017) —State, regional, and local leaders and several BRITE transit riders gathered to officially open the BRITE Transit Facility and welcome new buses to the fleet this morning. Central Shenandoah Planning District Commission (CSPDC) Executive Director Bonnie Riedesel and Board Chair Frank Friedman kicked off the event, then introduced remarks from key officials including Jennifer DeBruhl, Virginia Department of Rail & Public Transportation Chief of Public Transportation; Bruce Simms, Virginia Regional Transit CEO; and Wayne Martin, BRITE Transit Advisory Committee Chair.

Nancy Gourley, CSPDC Transit Manager, offered up rider perspectives to the proceedings, introducing BRITE transit riders Rebecca Messer and Paul Terry, as well as Wilson Workforce and Rehabilitation Center teacher Stephen Sweeney, who all shared how important reliable transit is to many Staunton, Augusta County, and Waynesboro residents by providing access to training, services, health care, and employment.

The event was a celebration of reaching several milestones since the CSPDC took over the administration of the BRITE Bus Transit System several years ago. BRITE Bus provides fixed-route and on-demand transportation in the Staunton, Augusta County, and Waynesboro (SAW) area. Services are administered by the CSPDC, with operational recommendations provided by the BRITE Transit Advisory Committee (BTAC).

BRITE has also initiated a new social media presence in addition to the information available at  www.BRITEbus.org. These changes are the culmination of a multi-year effort to study, plan, and execute transit improvements in the SAW area. The process began with the development and adoption of the Transit Development Plan (TDP) in 2015. The TDP is a short-range plan that outlines the transit improvements intended during a six-year planning horizon; estimates what resources will be needed; and identifies potential funding options. The development of the CSPDC’s TDP was guided by a working group made up of representatives from Staunton, Waynesboro and Augusta County, along with public and private transit partners.  Additionally, significant input to the TDP was sought through rider surveys and stakeholder interviews.

A primary focus of the projects included in the TDP has been the development of a combined urban-rural system that ties together services operating in the region. To lay the foundation for future growth, the program has accomplished several projects leading up to the facility transfer and new fleet. Between 2015 and 2017, a unified brand called BRITE was launched; the BTAC was formed; transit funding was consolidated under the CSPDC; route improvements were implemented; and transit system bus stops, shelters, and signage have been upgraded. Following a competitive bidding process, the CSPDC published notice in March 2017 to enter into contract with Virginia Regional Transit as the transit provider for the BRITE system. The resulting contract for an initial five-year period began July 1, 2017.
