Bath-Highland Network Authority Receives VATI Grant

In December, Governor Northam announced the allocation of $722 million to provide universal broadband infrastructure in 70 localities, which will close 90% of Virginia’s digital divide. The funding—from the Virginia Telecommunication Initiative (VATI) and the federal American Rescue Plan Act (ARPA)—will support 35 projects. One of those projects is the Bath-Highland Network Authority 2022 Universal Broadband Project, which was awarded over $7 million. The CSPDC was the applicant on behalf of the Bath-Highland Network Authority and MGW is the co-applicant to bring universal broadband coverage to Bath and Highland counties.

  • Total project cost: $10,990,000
  • Total matching funds: $3,113,200 (28.3% of the total project)
    • MGW is providing $2,013,200
    • Bath County is providing $800,000 in local ARPA funds
    • Highland County is providing $300,000 in local ARPA funds
  • Total VATI funding request: $7,876,800
  • Total locations served: 2,470 locations (Bath: 2,156 and Highland: 314)

B-H Broadband Authority Created & Holds First Meeting

The Bath-Highland Network Authority, created in 2017 to seek broadband solutions and funding opportunities for the counties of Bath and Highland, held its first organizational meeting on January 10, 2019 at the Bolar Ruritan Club in Highland County. The Authority is made up of representatives from Bath County, Highland County, and the Town of Monterey. Mr. Ashton Harrison of Bath County was elected Chair and Ms. Nancy Witschey of Highland County was elected Vice Chair. CSPDC acts as fiscal agent and provides staff support to the Authority. The next Authority meeting will be on April 8, 2019 and will continue to meet quarterly on the second Monday of the month.

Bath & Highland Join Forces to Create Network Authority

Bath County, Highland County, and the Town of Monterey will join together to form the Bath-Highland Network Authority.  The group will facilitate the provision of affordable highspeed data, internet, and telecommunications services in the area.  Broadband communications will foster economic development, improve educational opportunities, ensure public safety, and enhance the overall quality of life of residents.
The creation of this partnership was supported by a Virginia Telecommunication Initiative(VATI) grant through the Virginia Department of Housing and Community Development.  The CSPDC provided project management and grant administration services.
