Programs & Services
The Central Shenandoah Planning District Commission provides assistance in a variety of program areas including Disaster Preparedness and Mitigation, Economic Development, Environmental and Natural Resources, Housing and Community Development, and Transportation. The GIS staff at the CSPDC supports the geospatial data needs of all of our program areas, as well as, provides the localities in the region with a variety of GIS/mapping services.
Planning, public administration, fiscal management, project development and implementation services are not just limited to the program areas listed above, Planning District Commission staff also provide general planning and technical support in other areas including Local Comprehensive Plans, Zoning Ordinances, Solid Waste Planning, and Jail Studies. The CSPDC also offers program support to State and federal agencies as requested.
The strength of the Central Shenandoah Planning District Commission lies in its ability to provide diverse services to assist all levels of government with a wide range of programs and projects.

Bicycle & Pedestrian Planning
The CSPDC administers a Bicycle and Pedestrian Program that operates through the Harrisonburg-Rockingham and Staunton-Augusta-Waynesboro Metropolitan Planning Organizations as well as the Rural Transportation Program.
DBE & Procurement
The CSPDC receives Federal financial assistance from the Department of Transportation, and as a condition of receiving this assistance, the CSPDC has signed an assurance that it will comply with 49 CFR Part 26.
Comprehensive Economic Development Strategy
The Central Shenandoah Planning District Commission is a designated Economic Development District (EDD) under a program administered by the U.S. Department of Commerce’s Economic Development Administration (EDA).
Emergency Management Services
Since 1995, the Central Shenandoah Planning District Commission (CSPDC) has been actively involved in disaster mitigation and preparedness throughout the Region. Also assisting communities with securing and administering grant funding for hazard mitigation projects.
Economic Development
The Central Shenandoah Planning District Commission (CSPDC) is one of the region’s partners in economic development. The CSPDC is a designated Economic Development District under a program administered by the U.S. Department of Commerce’s Economic Development Administration.
Energy
For almost 20 years, the Central Shenandoah Planning District Commission (CSPDC) has provided planning and technical assistance related to improving energy efficiency and conservation, and assisting with the development of regulatory guidelines and local ordinances related to renewable energy generation facilities.
Environment and Natural Resources
The Central Shenandoah Planning District Commission (CSPDC) is instrumental in coordinating and facilitating discussion on environmental and natural resources topics throughout the Region. We provide local assistance related to compliance with state and federal regulations, infrastructure improvements, long range planning, and capacity building to assist the Region in achieving its resource stewardship goals.
GIS & Mapping
The GIS Department of the Central Shenandoah Planning District Commission performs spatial analysis, GPS data collection, and map production for regional, local, comprehensive and strategic planning projects for our member jurisdictions and agency planners.
Community Development
The CSPDC’s community development programs focus on programs and projects that address community development needs, including rehabilitation, community facilities and infrastructure improvements. CSPDC has been instrumental in securing State and Federal funds to help build the infrastructure and public facilities needed to improve the living conditions of citizens throughout the region.
On-Call Consultant Program
The On-call Consultant Program (OCP) was established by the CSPDC to facilitate quick delivery of planning, architectural, engineering, and other professional services for local and regional projects. The program is a non-mandatory service available to all local governments and other organizations in the Central Shenandoah region.
Rideshare & Transportation Management Planning
Rideshare is a program of the Central Shenandoah Planning District Commission and the Thomas Jefferson Planning District Commission that provides outreach and other services to reduce single-occupant vehicles on the road by facilitating the use of alternative transportation. Alternative modes of transportation include carpooling, pedestrian, biking, and transit.
Housing
For many of our localities, housing is a central issue in planning for the future. The CSPDC has been instrumental in assisting localities in developing housing programs and administering housing projects which provide safe, decent, affordable housing for low and moderate-income households, as well as first-time homebuyers in the Region.
Transit
BRITE Bus offers fixed-route and on-demand transportation in the Staunton-Augusta-Waynesboro area. Services are administered by the Central Shenandoah Planning District Commission (CSPDC) with operational recommendations provided by the BRITE Transit Advisory Committee (BTAC). Transportation Planning
The Central Shenandoah Planning District Commission (CSPDC) assists localities in meeting transportation challenges by providing a diverse and comprehensive spectrum of transportation planning services that can help move a project from the concept stage to implementation.
